Milton Keynes Council is looking for an enthusiastic, passionate, and committed professional to manage the Building Control team. Building Control is entering a period of significant change with associated challenges and the role will provide you with an exciting opportunity to lead the highly skilled professional team and shape the way forward through the changes. Key Duties

  • As a member of the Regulatory Services Management Team, contribute to the overall strategic and operational management of public protection by the Council to safeguard the health and welfare of residents, workers and visitors and having responsibility for decision making and approval of key processes including prosecutions.
  • Develop and implement business plans, performance reviews, work programmes and project-based work initiatives
  • To be accountable, and be the lead officer, for the council’s statutory functions in respect of building regulations, unauthorised works, demolitions, and dangerous structure enforcement including the development, review and implementation of policies and procedures.
  • As part of the management team, provide out of hours response to dangerous structure call outs and be responsible for making appropriate decisions to ensure the area is made safe.
  • Ensure the effective recruitment, management and development of staff, consultants, and contractors to provide a competitive and effective service that meets both the client’s requirements and local /national performance standards including assessing the competency of all staff to undertake their role.
  • Responsibility to develop and ensure effective partnerships with internal and external partners, councillors, and other stakeholders to achieve shared outcomes that contribute to the delivery of the Council plan, the needs of the wider community and/or to secure resources for the Council.
  • Delivery of the Regulatory Services key performance indicators, National indicators and the MKC performance management arrangements including liaison with Government agencies including the DLUHC and the HSE.
  • Manage investigations and enquiries to ensure that they are conducted in accordance with statutory obligations and guidance in the areas of treatment of suspects, evidence gathering, surveillance, data protection and freedom of information.
  • Attend and represent the Council at court hearings, public meetings, Committees, and external meetings as required and where necessary to chair multi-agency meetings with internal and external partners.
  • Manage, monitor, and develop the Council’s contracts to ensure value for money and compliance with the contract specification and developing a partnership approach with the contractor.

Experience, Qualifications and any Mandatory Requirements

  • Hold the relevant professional qualification requiring a Degree or equivalent together with a post Graduate qualification and member of relevant and recognised professional body/institute. Evidence of continuing professional development
  • Knowledge of application and principles of building control, investigation and enforcement, project, and programme management

Skills Required

  • Proven leadership skills and experience of managing and developing staff (including performance management and succession planning). Ability to inspire and motivate a range of employees and external stakeholders and generate a positive working environment
  • Ability to explain complicated and technical information in a manner that can be understood by others with different levels of knowledge on the subject, including senior stakeholders and councillors using multiple tools; written (preparation of presentations and report writing including cabinet papers), spreadsheets (financial modelling) and deliver presentations.
  • Experience of financial planning, control, budgeting and reporting in a complex organisation which should include some experience in working in a public sector organisation
