Clerk of Works - ICP Projects

Role Overview

Contract - Outside IR35
Locations considered - Hull, Teeside and Newcastle
Duration - 6-12 months with likely extension
Hours per week - 40 per week
Travel - Travel may be required to various sites
Working arrangement - 3 days on site with opportunity to complete reports 2 days from home

We are seeking an experienced Clerk of Works (CoW) to support Independent Connections Provider (ICP) projects being delivered for adoption into the network. The role is responsible for ensuring construction quality, compliance, and adherence to approved designs, standards, and safety requirements across high-voltage electrical infrastructure schemes.


The CoW will act as our client's on-site representative, undertaking regular inspections, reporting, and quality assurance throughout the construction lifecycle.

Key Responsibilities

Pre-Construction Phase

Review project scope, design, drawings, and construction programme
Identify key hold points and inspection requirements
Attend pre-construction meetings
Complete site inductions and access requirements
Liaise directly with ICP contractors and establish working relationships

Construction Phase

Undertake 1-3 site visits per week depending on programme activity
Complete weekly inspection and audit reports covering:
oQuality assurance
oHealth & safety compliance
oProgramme progress tracking
Monitor and report defects and non-conformances
Maintain an active issue log and track resolution of site issues
Coordinate all visits with ICP site teams

Key Inspection Hold Points

Foundations, plinths, transformer bunds and structural bases
Site setting out and positioning
Excavation depth, ground conditions and formation works
Reinforcement, ducting, earthing and formwork inspections
Pre-pour checks including concrete quality and reinforcement compliance
Concrete pours including cube testing and workmanship standards
General construction compliance against approved drawings and specifications

Project Completion

Undertake final site walkovers and produce snag lists
Coordinate defect resolution with ICP and project teams
Verify completion of outstanding works
Support final adoption readiness for network integration

Reporting & Communication

All formal reports submitted to the Project Engineer
Record, photograph, and escalate all critical non-conformances
No direct instruction to contractors (except for inspection/access coordination)

Example Schemes

Projects typically include:
EHV outdoor compounds with switch/control rooms and transformer bunds
Solar farm and generation connections
Control room buildings with associated civils (ducting, roads, fencing)
Cable sealing ends, switchgear and circuit breaker installations in existing substations

Key Requirements (Implied)

Experience in civil engineering or electrical infrastructure delivery
Strong understanding of QA/QC processes on construction sites
Knowledge of CDM, HSE and construction compliance standards
Ability to interpret engineering drawings and technical specifications
Strong reporting, communication and stakeholder coordination skills
