CNC Building Control is seeking a highly knowledgeable Regulatory Specialist & Learning and Development Manager to lead our regulatory interpretation, compliance oversight and professional development programmes.

This is a pivotal position, ensuring our surveyors, trainees and apprentices receive accurate, timely training and that the organisation stays ahead of legislative changes.  You’ll act as a trusted advisor across CNC, shaping our approach to regulation, quality and continuous improvement.

About the Role

This dual-focused role combines regulatory expertise with learning and development leadership. You will:

  • Monitor, interpret and communicate changes in Building Regulations, keeping the organisation fully informed and compliant.
  • Design, develop and deliver training programmes that enhance competence across all levels.
  • Contribute to the updating and improvement of the Quality Management System (QMS) to reflect evolving regulatory requirements.
  • Provide expert technical advice to the Management Team, surveyors and stakeholders, acting as a key point of professional guidance.
  • Represent CNC at meetings, delivery workshops and present legislative updates to internal and external audiences.
  • Exercise delegated powers under the Building Act, Building Safety Act and related legislation to support inspections, enforcement and compliance.
  • Build strong professional relationships with industry bodies, contractors and partner agencies.
  • Support the Service Manager by deputising when required.

About You

You will be registered with the BSR as a minimum of Class 2A-F RBI and committed to ongoing competency validation. With experience in a building control managerial role within a local authority or registered building control approver, you will have exceptional knowledge of key legislation, including the Building Act 1984, Building Safety Act 2022, Fire Safety legislation, and HSE regulations and statutory frameworks.

You must be highly skilled in interpreting complex technical legislation and providing clear, authoritative guidance, as well as confident in communicating detailed information through reports, presentations, training sessions and workshops.

Additionally, you should be capable of managing complex cases, investigations and enforcement activity with professionalism and sound judgement.

Membership of RICS, CABE or CIOB or experience of developing higher-education training within the construction sector would be highly desirable.
