Job Description

Reporting to an Area Team manager, you will work as a Building Control Enforcement Officer within the Building Control Partnership throughout Fareham, Gosport, Havant and Portsmouth, supporting the Building Control team in undertaking enforcement activity and assisting with the administration and resolution of unauthorised building work and structures.

This is an excellent opportunity for a professional to become registered at Building Safety Regulator (BSR) Class 1 level. Working under the supervision and guidance of our Area Team Managers, you will investigate unauthorised building works and non-compliance. You will develop your skills in gathering evidence, conducting site inspections, and using local authority statutory powers to protect public safety.

Strong conflict-resolution skills, a calm demeanour, excellent ICT skills and the ability to explain technical rules simply will assist you to:

  • Evaluate reports of unauthorised building works and potential contraventions.
  • Conduct site visits to assess compliance.
  • Collect data, take photographic evidence, and maintain precise, legally defensible case files.
  • Assist in drafting and serving legal notices under the Building Act 1984 and give evidence in court.
  • Demonstrate an understanding of Building Regulations, The Building Act 1984, The Building Safety Act 2022, PACE, Town and Country Planning Act and other associated legislation.
  • Carry out spot checking and ensure compliance with Building Safety Levy legislation.
  • Provide clear advice to homeowners and builders and other stakeholders to resolve minor non-compliance issues informally.
  • Work with Technical Administrators to support your role.

Ideally you will have a relevant professional qualification, with solid experience of 

working unsupervised in local government enforcement, planning enforcement, housing/trading standards, or a construction background with a strong grasp of building practices.
